Abstract:

The study represents an attempt to assess deliberative procedure on the basis of two criteria -- functional representation and contestation of ideas and policy concepts. It offers democratic criticism of the EMU from a discoursive and partly from an institutional point of view. The empirical part of the thesis is focused on the EMU discourse and its context at the European level as well as at the national level in Germany (1997-2000, 2010-2015) and Greece (1997-2000, 2010-2015).
